FINANCE MINISTER INAUGURATES NEW BOARD OF PPDA APPEALS TRIBUNAL

The new Board members of Public Procurement and Disposal of Public Assets (PPDA) Appeals Tribunal chaired by Mr. Francis Gimara have received instruments of power from the out-going Board, which was chaired by Olive Zaale Otete at a function witnessed by the State Minister of Finance (General Duties) Dr Gabriel Ajedra at the Ministry of Finance.
Finance Minister Matia Kasaija in his speech read by Hon. Ajedra implored the new Board to take into consideration the core values of integrity, accountability, transparency, equity and fairness, efficiency, teamwork and timeliness.
“These principles should be your mirror as you perform your functions. These values should at all times be adhered to in order to maintain the public confidence in this institution,” said the Minister.
Kasaija said the PPDA Appeals Tribunal should ensure that projects are not unnecessarily delayed. The other Members of the new Board are; Nelson Nerima, Geoffrey Kakira and Paul Kalumba.
The Tribunal was set up under section 91B of the PPDA Act, 2003 and its core function is to hear and determine applications for review of the decisions of PPDA and to determine matters referred to it by PPDA.
The Minister also congratulated the outgoing chairperson and the Board members for the work well done in ensuring that the mandate of the Tribunal is executed and successfully done. The outgoing Board members are; Moses Jurua Adriko, David Kabateraine and Abraham Nkata.
Also present was the Accountant General, Lawrence Semakula who said the electronic Government procurement (EGP) is currently under pilot in 10 entities including Ministry of Finance, Ministry of Water and Environment, UNRA, KCCA, PPDA, Jinja and Mpigi Local Governments.
He said all entities are expected to procure electronically by January 2021, adding that automation will reduce problems of manual processes.
