OPEN BUDGET SURVEY RESULTS 2019 - UGANDA 2ND IN AFRICA

The Open Budget Survey 2019 results for Uganda have been launched in Kampala. The results were presented by Uganda Debt Network working in partnership with Ministry of Finance.

 

The results show that Uganda's overall score is above the global average of 45%, and that Uganda is the best in East Africa and second in Africa after South Africa.

 

Open Budget survey is a global measure of public sector budgets based on the three pillars of budget transparency, public participation and budget oversight.

 

Uganda is ranked 36th among 117 countries assessed with a score of 58%. The top six countries include: New Zealand, South Africa, Mexico and Brazil.

 

Globally citizen's participation in the budget process stand at a dismal 14%.

 

During the launch of the results, Commissioner Budget Policy and Evaluation Department at the Ministry of Finance, Godwin Kakama on behalf of the Ministry pledged to further deepen Government engagement with the public on issues of the budget.

 

"We shall pilot mechanisms for members of the public and executive officials to exchange views on national budget matters during the formulation of the national budget," said Kakama.
