Invitation for Bids (IFB)
DESIGN, SUPPLY, IMPLEMENTATION AND COMMISSIONING OF AN INTEGRATED HUMAN CAPITAL MANAGEMENT SYSTEM FOR THE GOVERNMENT OF UGANDA

1. The Government of Uganda has received financing from a consortium of Development Partners towards the cost of the Public Financial Management (PFM) Reform Programme and intends to apply part of the proceeds to payments under the contract for Design, Supply, Implementation, and Commissioning of an Integrated Human Capital Management System for the Government of Uganda.
2. The Ministry of Finance, Planning and Economic Development now invites sealed bids from eligible Bidders for the Design, Supply, Implementation and Commissioning of an Integrated Government Human Capital Management System. It will comprise reviewing Human Resource Management requirements of the sites for implementation, proposing process improvement, the acquisition and implementation of an application package, supportive software including operating systems, databases, training and Support and Maintenance. The implementation and management of the Integrated Government Human Capital Management System will be managed by the Ministry of Public Service, who are mandated to Formulate, implement policies of Human resource management in the Public service and are process owners of Human Resource Management for Government of Uganda.
3. Bidding will be conducted using the International Competitive Bidding (ICB) procedures specified in the PPDA Guidelines, and is open to all eligible Bidders as defined in these Guidelines.
4. Interested eligible Bidders may obtain further information and inspect the Bidding documents at the address given in 7(a) below from 08:00 to 17:00 Hrs East African Standard time Monday to Friday (excluding public holidays). Pre-proposal meetings which potential Bidders are encouraged to attend will be held at the address given at 7(b) below at 10:30 Hrs EAT on 27th September 2018.
5. A complete set of Bidding Documents in English may be purchased by interested bidders on submission of a written application to the address in 7(a) below and upon payment of a non-refundable fee of UGX 200,000 (Uganda Shillings Two Hundred Thousand only) or its equivalent in a freely convertible currency using exchange rates published by Bank of Uganda on the date of purchase of the documents. The method of payment will be by cash/EFT
6. Bids must be delivered to the address at 7(b) below by 10:00 Hours on 30th October 2018. All bids must be accompanied by a bid security amounting to UGX 500,000,000 (Uganda Shillings Five Hundred Million) or its equivalent in a freely convertible currency. Late bids will be rejected. Bids will be opened in the presence of Bidders’ representatives who choose to attend at the address below at 7(d) at 10:30 Hours on 30th October 2018.
